It is a function which can add afterwards. In Metasequoia, a plug-in is provided as a DLL file. Some default functions like [Create text] are implemented as plug-ins.
As Developing kit(SDK) is open to the public, you can make your own plug-ins if you have programming knowledge on C++ and Windows.

You can download the plug-in SDK from the official web site.
Visual Studio 2008 or later is also necessary for developing a plug-in.
A plug-in cannot work.
Serial ID has not registered.
Using plug-in is limited only to import files if serial ID has not registered. It is necessary for purchasing the license to use plug-ins.
Platform (32bit or 64bit) is not matched.
Both 32bit and 64bit Metasequoia are provided, and a plug-in must be matched with the platform.
It has not installed correctly.
See the document attached to the plug-in if it exists when you want to know how to install the plug-in. If there is not any specific instructions, press the [install] button on the screen shown by [Menu > Help > About Plug-ins] and select the plug-in DLL.
I want to use plug-ins for Metasequoia Ver.3.1.
Install Metasequoia 4 (32bit).
All plug-ins for Metasequoia Ver3.1 or older are 32bit platform.
But, some plug-ins for Ver3.1 cannot work on Metasequoia 4.
